# Scoring

How the numbers and the verdicts are made, written out so you can check them. `scorer/scorer.py` and `scorer/scorer.js` do the sums; take every number from them. This file is for reading and for the case where you cannot run code. Generated by `tools/build-pack.py`, which reads the numbers out of `scorer/scorer.py`; `tools/test-pack.py` runs the script at the edges to confirm them.

## Step 1: how serious one answer is

Each answer is rated from 1 to 5 for the question it answers. A select question has a table of ratings, in the appendix. A scale question is rated by its number. A signal that carries a `when` list (appendix B) is rated 4 when the answer shares a value with the list, and 0 otherwise; for a pick-all question the answer is split at its separator first, so one chosen option is enough. Two questions have a rule of their own, in appendix A: the number of countries chosen, and the two staff ranges. A blank or unrecognised answer rates 0 and is left out. A pick-all question has no table, so its answers rate 0 unless a `when` list reads them or the whole joined string is in the table.

## Step 2: the scores for one use case

The scoring map gives each use case a list of signals. A signal is a question id, a weight and a role: need, scale, readiness or fit boost. For each role, the score is the weighted average of the ratings of the signals that have an answer: the sum of rating times weight, divided by the sum of weights. A role with no answered signal scores 0.

- Problem magnitude, the number that ranks use cases: 0.6 of the need score plus 0.4 of the scale score, rounded to one decimal place, on a scale of 0 to 5. It is 0 when no signal of any role has an answer, and the use case is then listed as not judged.
- Fit: the use case starts from its own fit score in the scoring map (2.5 if none). The fit boost score raises it: fit = start + (5 - start) x (boost / 5) x 0.4. It cannot pass 5.
- Readiness for the use case: 5 minus the readiness score, so a high rating on a readiness signal means the organisation lacks something. With no readiness answer it is 2.5, and the output says the source is the default.
- Work with other agencies: for the use cases the scoring map tags that way, the interagency answer adds 0.3 to fit and to problem magnitude if it is central or partial, and 0.1 if unsure. It cannot pass 5.

## Step 3: gates

Each use case has a fit gate and a readiness gate (2.5 if the map gives none; the table at the end lists them). A score at or above its gate passes. A score within 1.0 below the gate is borderline. Lower fails. A use case with no answered signal has no data.

## Step 4: tiers and the short list

Tiers read problem magnitude:

| Tier | Problem magnitude |
|---|---|
| high | 3.5 and above |
| medium | 2.0 and above |
| low | 1.0 and above |
| minimal | under 1.0 |

A use case with no answered signal has the tier not-enough-information, and is kept out of the ranking. The top ten takes at least 2 and at most 4 use cases per selected category, and ten in all, highest problem magnitude first.

Sector minimums. If the sector is known, the script raises problem magnitude for some use cases to a minimum, and the output says so in `floorApplied` and `floorReason`. A use case that reaches its score only through a minimum is listed as not judged for lack of answers.

- agriculture: UC-D-053 2.5; UC-A-001 2; UC-B-024 1.5
- community: UC-B-024 1.5; UC-A-001 2
- education: UC-B-024 1.5; UC-C-039 2; UC-A-001 1.5
- human_rights: UC-C-039 2.5; UC-B-024 2
- humanitarian: UC-B-024 2.5; UC-B-025 2; UC-C-039 2; UC-A-001 2; UC-D-053 2
- wash: UC-D-053 2.5; UC-C-039 2

## Step 5: the readiness check of the organisation

The 14 questions about the organisation fall in five areas:

- Governance and authority (D1): 3 questions
- Financial resources (D2): 1 question
- Operational readiness (D3): 3 questions
- Technical capability (D4): 3 questions
- Data readiness (D5): 4 questions

An area's score is the average of its answers. An area with no answer scores 0 and is left out of everything below. The script then adjusts the area scores for the organisation's context. An area cannot pass 5.

| Area | Change | When |
|---|---|---|
| Financial resources | plus 0.3 | the organisation keeps a digital registration platform or database |
| Operational readiness | plus 0.3 | it takes part in a cluster, consortium or working group |
| Operational readiness | plus 0.2 | its governance is a board or a federation |
| Technical capability | plus 0.3 | it shares data with partners regularly |
| Operational readiness | plus 0.2 | it names three or more risk management practices |
| Financial resources | plus 0.3 | the operating context is active conflict, post-conflict, restrictive or hostile, in economic crisis or one of protracted displacement, and this is lacking: the organisation keeps a digital registration platform or database |
| Operational readiness | plus 0.3 | the operating context is active conflict, post-conflict, restrictive or hostile, in economic crisis or one of protracted displacement, and this is lacking: it takes part in a cluster, consortium or working group |
| Operational readiness | plus 0.2 | the operating context is active conflict, post-conflict, restrictive or hostile, in economic crisis or one of protracted displacement, and this is lacking: its governance is a board or a federation |
| Technical capability | plus 0.3 | the operating context is active conflict, post-conflict, restrictive or hostile, in economic crisis or one of protracted displacement, and this is lacking: it shares data with partners regularly |
| Operational readiness | plus 0.2 | the operating context is active conflict, post-conflict, restrictive or hostile, in economic crisis or one of protracted displacement, and this is lacking: it names three or more risk management practices |

Thresholds. Each use case has a bar for each area. The script takes the use case's three complexity factors, adjusts them for the organisation's size and context, and sets the bar as follows: the base is 2.5 plus (the use case's base complexity total minus 9) divided by 6; each area's bar is the base plus 1.5 times (the area's importance minus 0.2), kept between 1.0 and 4.5. The importance of an area is a mix of three rows, one per factor, weighted by each factor's share of the three adjusted factors added together. Factor 1 is relationships, factor 2 is operational change and factor 3 is data and compliance. Factor 3 uses the right-hand column if the organisation has compliance staff. The script prints the bars and the importance it used.

| Area | Factor 1 | Factor 2 | Factor 3 | Factor 3, with compliance staff |
|---|---|---|---|---|
| Governance and authority | 0.45 | 0.10 | 0.05 | 0.05 |
| Financial resources | 0.05 | 0.15 | 0.20 | 0.05 |
| Operational readiness | 0.35 | 0.30 | 0.05 | 0.05 |
| Technical capability | 0.05 | 0.35 | 0.10 | 0.10 |
| Data readiness | 0.10 | 0.10 | 0.60 | 0.75 |

A gap is the bar minus the area score, when positive. The combined gap is the sum of the gaps, each times its area's importance. The largest single gap is the biggest of them.

Conditions. An area scoring more than 1.0 below its bar is a significant condition. Any area below its bar is a moderate one. An area less than 0.5 above its bar is a minor one. The script also adds conditions from the context (for example a connection that is often down).

## Step 6: the verdict

The script tests these rules in this order and stops at the first that fires. "Rating" means the highest rating among the deep-dive answers for the use case's category.

Outcomes map to the four verdicts in the brief: PROCEED is yes, PROCEED_WITH_CONDITIONS is yes with conditions, NOT_NOW is yes, once these change, EXPLORE_ALTERNATIVES is no (use something simpler). NOT_ASSESSED, and the rule no-part-a, mean no verdict yet.

The script prints its own sentence for the rule. Do not copy it into the brief: it uses older words. Use the sentence in the last column, which is the wording the brief uses (templates/brief.md says how to fill the capitals).

| Order | Rule | Outcome | When | Sentence in the brief |
|---|---|---|---|---|
| 1 | no-part-b | NOT_ASSESSED | None of the five use-case questions was answered. | The questions about this problem were not answered, so no decision was reached. |
| 2 | low-parties-frequency-impact | EXPLORE_ALTERNATIVES | At least two use-case answers exist, and the answers for parties involved, how often, and size of effect are all 1. | Few parties are involved, the problem is rare and the effect is small, so a shared ledger adds little. |
| 3 | single-party | EXPLORE_ALTERNATIVES | At least two use-case answers exist, the answer for parties involved is 1, and the highest rating among the deep-dive answers for the category is under 3. | With only your organisation involved, a shared ledger adds little. |
| 4 | no-part-a | PROCEED_WITH_CONDITIONS | No readiness area has an answer. The verdict in the brief is No verdict yet, whatever the outcome says. | The questions about your organisation were not answered, so readiness could not be judged. |
| 5 | large-gap-severity-override | PROCEED_WITH_CONDITIONS | The largest single gap is over 1.5, and the highest deep-dive rating is 4.5 or more. | Your readiness in DIMNAME is well below what this problem calls for, which would normally mean waiting. You described a severe problem (rated SEV of 5), so the answer is yes, with conditions. |
| 6 | large-single-gap | NOT_NOW | The largest single gap is over 1.5, and the highest deep-dive rating is under 4.5. | One readiness gap is large enough that your organisation should close it before anything else. It is named below. |
| 7 | gaps-cleared | PROCEED | The combined gap is 0.2 or less. | Taken together, your answers about your organisation come close enough to what this problem calls for. |
| 8 | light-gaps | PROCEED_WITH_CONDITIONS | The combined gap is over 0.2 and at most 0.5. | Small gaps remain between your answers about your organisation and what this problem calls for. They can be closed while you run a pilot. |
| 9 | modest-gaps-severe-problem | PROCEED | The combined gap is over 0.5 and at most 0.8, and the highest deep-dive rating is 4 or more. | The gaps in your readiness are modest and you described a severe problem, so the answer is yes. |
| 10 | heavier-gaps | PROCEED_WITH_CONDITIONS | The combined gap is over 0.5 and at most 1.5, and the previous rule does not apply. | Several gaps remain between your answers about your organisation and what this problem calls for. Close them before or during a pilot. |
| 11 | total-gap-severity-override | PROCEED_WITH_CONDITIONS | The combined gap is over 1.5, and the highest deep-dive rating is 4.5 or more. | Your readiness gaps add up to a lot, which would normally mean waiting. You described a severe problem (rated SEV of 5), so the answer is yes, with conditions. |
| 12 | total-gap-too-large | NOT_NOW | The combined gap is over 1.5, and the highest deep-dive rating is under 4.5. | Taken together, the gaps in your readiness are too large to start now. |

In the two override rules and in modest-gaps-severe-problem, a severe problem pushes a verdict one step in the person's favour. Say that when you explain the verdict.

A use case's own fit gate, read in step 3, is shown beside the verdict. A yes where the fit gate fails carries a caution in the brief.
