About This Assessment
The Implementation Readiness Framework (IRF) Assessment Platform provides a structured methodology for evidence-based institutional decision-making regarding blockchain implementation readiness. The assessment is designed to help organisations evaluate their organisational, technical, and governance capacity — and to build a clear picture of what a blockchain solution would need to look like for their specific context, including the technical properties, operational requirements, and real constraints that matter.
The assessment is delivered across nine phases (P0–P8), covering organisation profiling, problem identification, use case evaluation, dimensional readiness scoring, implementation planning, and operational readiness.
What This Assessment Is Not
The IRF Assessment Platform does not provide financial, legal, or regulatory advice. Assessment outputs are designed to inform institutional decision-making and should not be interpreted as endorsements, guarantees, or professional advisory services. The framework is not a substitute for:
- Legal counsel from qualified lawyers
- Financial advisory services from qualified financial advisors
- Regulatory guidance from compliance specialists
- Technical architecture consulting from blockchain engineers
Participating institutions remain responsible for obtaining appropriate professional advice before implementing any blockchain initiative.
Data Handling and Privacy
Your data security and privacy are fundamental to this platform. We operate a two-tier data model designed to keep you in control:
During the Assessment
- Browser-local storage: While you are completing the assessment, all your responses are stored locally in your browser (localStorage). No assessment data is transmitted to our servers during the session itself.
- Authentication: Account credentials are transmitted securely to our server for verification when you sign in. Authenticated sessions are managed via session tokens stored in your browser.
- Backup and restore: You can export a JSON backup of your assessment at any time from the dashboard. This file stays on your device and can be used to restore progress in a future session.
On Session Export and Completion
- Email delivery: When a facilitated session is completed, your assessment results and a JSON backup file are emailed directly to the lead participant and any registered attendees. The facilitator does not receive your full results by email.
- Anonymised data: A separate, anonymised copy of your assessment data is saved to our database for research and framework improvement purposes. This anonymised copy has the following information removed: organisation name, participant names, email addresses, and geographic or size identifiers from the organisation profiling phase (P0).
- What is retained in anonymised data: Scores, category selections, use case evaluations, multiple-choice responses, and free-text responses are retained. Free-text responses are subject to a 90-day retention window, after which they are automatically deleted. Either party (participant or facilitator) may flag specific free-text responses as sensitive for immediate deletion at any time.
Data Storage and Security
- Server infrastructure: All server-side data (accounts, anonymised assessment data) is stored on European Union hosted infrastructure (IONOS, Germany).
- Data deletion: You can request full deletion of any server-side data associated with your account at any time, including your anonymised assessment record. Requests are processed within 30 days. Clearing your browser's localStorage removes all local assessment data immediately.
- Clear Session Data: The platform provides an explicit "Clear Session Data" function that wipes all assessment data from your browser. This is always opt-in — there is no automatic timeout or forced deletion of your local data.
- No cookies or tracking: This platform does not use cookies, third-party analytics, or any form of behavioural tracking. We do not share your data with advertisers or data brokers.
Assessment Methodology and Intellectual Property
The Implementation Readiness Framework methodology was developed by Matthew Breen. The framework structure, scoring methodology, and assessment design are the intellectual property of Matthew Breen, licensed to the Nordic Blockchain Association.
Assessment outputs generated through this platform belong to your institution. You are free to use your results for internal strategic planning, board-level decision-making, and any other purpose you see fit.
We do not claim ownership over your assessment data. Anonymised data retained on our servers (as described in the Data Handling section above) is used solely for research and framework improvement, and is never sold or shared commercially.
Confidentiality
By registering for and using this platform, you agree to treat the following as confidential:
- Framework methodology: The structure, sequencing, and design of the assessment layers, including question sets, scoring logic, cascade rules, and phase progression. These elements represent proprietary intellectual property and are not to be reproduced, adapted, or used to develop substantially similar assessment frameworks.
- Facilitator materials: Any guidance documents, training materials, or internal resources shared with approved facilitators are confidential and may not be distributed outside the facilitator network without prior written approval from the framework owner.
- Assessment content: While your own assessment results belong to your institution, the underlying questions, scoring criteria, and methodology logic observed during the assessment remain confidential and may not be extracted, republished, or reverse-engineered.
These confidentiality obligations apply for the duration of your use of the platform and continue indefinitely after your access ends. They do not restrict your use of your own assessment results or any knowledge you independently develop.
Breach of these confidentiality terms may result in immediate termination of platform access and may give rise to legal action to protect the intellectual property of the framework.
Facilitated Sessions
Assessments may be conducted as facilitated sessions led by an approved Implementation Readiness Framework (IRF) facilitator. During a facilitated session:
- The facilitator sets up the session by providing the organisation name, framework type, and participant email addresses.
- An access code is generated for the session, which participants can use to register independently and continue the assessment in their own time.
- Access codes are valid for a limited number of uses and have a defined expiry period.
- On session completion, results are emailed directly to participants. The facilitator receives only anonymised data for research purposes.
Platform Use
Access to this platform is available to:
- Institutional participants who register with a valid access code provided by their facilitator or organisation
- Approved facilitators
You're welcome to share your assessment results within your organisation. We just ask that you don't share your login credentials with people outside your organisation, so we can keep track of who's using the platform and provide the right support.
Email Communications
The platform sends emails from noreply@blockchainframeworks.org in the following circumstances:
- Session completion: When a facilitated session is exported, assessment results and a JSON backup file are emailed to registered participants.
- Access codes: Access codes may be shared via email to allow participants to register independently.
The platform does not send marketing emails, and your email address is not shared with third parties. Email addresses provided during registration or session setup are used solely for assessment delivery and account management.
Limitation of Liability
This platform is provided free of charge as a resource to support institutional decision-making. While we take reasonable care to ensure the platform works as intended, we cannot guarantee uninterrupted access or that assessment outputs will be suitable for every use case.
Matthew Breen and the operators of this platform are not liable for decisions made on the basis of assessment results. The framework is an informational tool, not professional advice — please refer to the "What This Assessment Is Not" section above.
Platform Availability and Changes
We're committed to keeping the platform running and improving it over time, but we may need to make changes, carry out maintenance, or update these terms as the framework evolves. If we make significant changes, we'll let registered users know. We'll always aim to give reasonable notice before anything changes.
